About the Governing Body - City CouncilAugusta operates under the council-manager form of government and is a city of the second class (population between 2,000 and 15,000).  The Governing Body of the city consists of an [at-large] elected Mayor and eight City Council members elected from four wards.  Augusta residents elect the members of the Governing Body to four-year terms.  Terms are staggered so that one council member from each ward is up for re-election every two years. City elections are non-partisan, meaning candidates do not run as members of a particular political party.  Individual party affiliations are not relevant to their positions within the Governing Body.

What is the role of the City Council? The City Council serves as the legislative and policy-making body for the city.  The City Council enacts city ordinances, appropriates funds to conduct city business and provide vital public services, adopts the city budget, and formulates policies and procedures to be carried out by the City Manager.  The City Manager works closely with the Mayor and City Council to assist them in formulating policies and programs.  The City Manager is a contract employee and is the only direct employee of the City Council.  All other staff members are employees of the City Manager who is responsible for overseeing all personnel matters and operations of the city organization.
